About the Chief Digital and Artificial Intelligence Office
The Chief Digital and Artificial Intelligence Office (CDAO) is a Principal Staff Assistant (PSA) responsible for the acceleration of the adoption of data, analytics, and Artificial Intelligence (AI) to generate decision advantage across the Department of Defense (DoD). The Joint Artificial Intelligence Center (JAIC), Defense Digital Services (DDS), Chief Data Office (CDO), and forward-leaning programs of record including Advana have officially joined together to form one organization – the CDAO! The CDAO is established to enable the Military Departments and Services, Joint Staff, Combatant Commands (CCMDs), Office of the Secretary of Defense (OSD), and other DoD Components, to swiftly introduce new capabilities and effectively experiment with new operational concepts in support of DoD's warfighting missions.
The CDAO Assessment and Assurance Division provides expertise in the testing of AI and AI-enabled systems for the DoD and utilizes knowledge of AI testing to accelerate the acquisition of AI technology by the Department. As a Program Manager of Test & Evaluation (T&E) within the Assessment and Assurance Division, you will lead the Agile software development of test tools and build positive relationships with vendor teams and stakeholders You will lead development of tools that test the resilience of AI-enabled systems and create best practices guide DoD engineers when testing AI-enabled systems.
This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f and does not convey eligibility to be converted to the Competitive Service. What you'll do here:
Provides subject matter expertise to advise DoD partners on application of policy, best practices, standards, principles, theories, and techniques in order to ensure successful and effective T&E of projects. Works closely with existing DoD AI partners to collect lessons learned and best practices, as well as to understand the application of AI T&E policy.Presents comprehensive briefs on existing AI T&E policy and/or tools, relevant Department guidance, federal law and regulations, and relevant technological and scientific considerations to CDAO leadership.Leads and coordinates development of AI testing software, manages a team of vendor software developers, and acts as a Deputy Program Manager for the AI test tools development efforts.Reviews project test plans, test schedule, resource needs, and test performance metrics to conduct test and evaluation activities for algorithmic testing, systems integration testing, UI/UX testing, and operational testing.,
Education Requirements
Computer Engineer (GG-854): To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Computer Scientist (GG-1550): Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.,
