About the Chief Digital and Artificial Intelligence Office 


The Chief Digital and Artificial Intelligence Office (CDAO) mission is to accelerate the adoption of data, analytics, and artificial intelligence (AI) across the Department of Defense (DoD). The CDAO works across the Military Departments and Services, Joint Staff, Combatant Commands (CCMD), Office of the Secretary of Defense (OSD), and other DoD Components to design, develop, field, and scale technologies, capabilities, strategies, policies, and other guidance related to data, analytics, and AI in support of DoD's warfighting and business functions, including responding to crises and emerging challenges with state-of-the-art digital solutions.  

 The Digital Talent Management Division (DTM) ensures appropriate CDAO functional management of the data, analytics, and AI workforce; develops approaches to better identify digital talent and skill gaps across the Department; strengthens investments in access to digital tools, resources, and community networks; identifies opportunities to promote a culture of data driven decision making and AI readiness; oversees and selectively implements data and AI training and education initiatives; promotes the cultivation of tomorrow’s DoD digital workforce; and increases awareness of novel approaches to digital talent access and retention. 

 The DTM Operations Lead will be responsible for the operations and resource management related to Digital Talent Management’s financial plans, personnel and manpower plans, contract management plans, and operating budgets.  
 
This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f and does not convey eligibility to be converted to the Competitive Service. The pay grade for this role is GG-0301-14.

This role will close for submissions on March 21st, 2024.

What you'll do here:

  • Develops long-term plans, including financial plans, personnel and manpower plans, contract management plans, and operating budgets. 
  • Identifies actual and potential problems, summarizes historical data from current and prior years, and identifies significant trends. 
  • Responsible for justification and supporting documentation development throughout the budget processing cycle, Program Objective Memorandum (POM), budget estimate, execution budget and tracking through the accounting process. 
  • Oversees the development of personnel and organizational plans to support new missions. 
  • Evaluates funding resource plans and specifications in coordination with cost analysts to develop cost data. 
  • Coordinates procurement and acquisition packages with respect to funding resources and competitive sources as required by acquisition/procurement regulations. 
  • Manages project budget requirements and formulates project budget requirements and strategies for all aspects of the Digital Talent Management functional areas. 
  • Represents the organization in conferences, meetings, and discussions with key personnel of other Federal Agencies and Congressional staff.

    To be successful:

  • Mastery level understanding of the principles of operations management and financial management, providing expert guidance and instruction, both internally and externally, to address diverse, complex issues while managing the constraints of cost, schedule, and performance; long range planning for acquisition programs; acquisition program budget and financial management and program execution.   
  • Experience and familiarity with government contracting laws and regulations, programmatic management of those contracts and ability to plan and report based on execution and periods of performance. 
  • Skill with verbal and written communication techniques to produce finished products, prepare and present briefings, assimilate statistical data, and participate in meetings, forums, and conferences. Must also have excellent oral and written communication skills to be able to interface successfully among analysts and managers at all levels. 
  • Ability to translate initiatives and activities, define and organize steps for execution, and translate those into clear objectives that are in alignment with CDAO goals and obligations. 
  • Skill in designing and executing strategic initiatives and successfully implementing and managing new programs across Federal Government functions.
