About the Chief Digital and Artificial Intelligence Office

The Chief Data and Artificial Intelligence Office (CDAO) mission is to accelerate the adoption of data, analytics, and artificial intelligence (AI) across the Department of Defense (DoD). The CDAO works across the Military Departments and Services, Joint Staff, Combatant Commands (CCMDs), Office of the Secretary of Defense (OSD), and other DoD Components to design, develop, field, and scale technologies, capabilities, strategies, policies, and other guidance related to data, analytics, and AI in support of DoD's warfighting and business functions, including responding to crises and emerging challenges with state-of-the-art digital solutions. 
 
The Foreign Partnerships Analyst serves under the direct supervision of the Chief of International Affairs and Strategic Engagement (IASE), under the Deputy Chief Digital and Artificial Intelligence Officer (D/CDAO) for Policy. The incumbent will lead foreign partnership collaboration and will be integral to the CDAO’s international engagements. As the Foreign Partnerships Analyst, the ideal candidate will lead multiple initiatives, facilitating collaboration on data, analytics, and AI in defense and will devise and execute strategies aligned with DoD and CDAO objectives.

This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. This position is GG-301-14.

What you'll do here:

  • Serves as a foreign partnerships coordinator, leading several of CDAO's international engagements and provides analysis and support for CDAO international collaboration on data, analytics, and AI in defense.
  • Designs and implements international engagement strategies and plans in support of DoD and CDAO objectives.
  • Provides input for senior leadership and supporting oversight for CDAO’s international activities with a wide array of stakeholders, nations, and organizations, to ensure high-level coordination and synchronization for engagement involving data, analytics, and AI development activities.
  • Resolves difficult and complex staff coordination issues related to key stakeholder engagement and strategic initiatives. Anticipates potential strategy, policy, and strategic communications challenges and opportunities from a DoD perspective, assesses impacts, and prepares recommended options.
  • Coordinates across DoD and broader USG interagency on international issues. Works closely with OSD, Joint Staff, Department of State, and Intelligence Community partners to collaborate on international efforts.
  • Develops background, prep materials, and talking points for CDAO leadership for meetings with international partners and international travel.
  • Serves as a subject matter expert for CDAO concerning international strategic communications and security cooperation issues, including international AI standards and broader emerging technologies.
  • Responsible for providing expert-level communication, planning, and advice to the Chief of IASE and D/CDAO Policy and broader CDAO leadership team.
  • Leverages deep expertise of USG and DoD processes to ensure CDAO influences key discussions and actions internationally.

  • This position is subject to provisions of the WHS/OSD PPP Pilot Program.
  • A three year trial period may be required if not previously completed a trial or probationary period in the excepted or competitive service.

  • This position may require work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or mandatory overtime.
