OpenAI’s People team hires and cultivates the world-class talent who will safely build and deploy universally beneficial Artificial General Intelligence (AGI). People Operations is an important subset of the People team and supports a complex, growing employee group of scientists, engineers, and business professionals. The team contains expertise across Recruiting Operations, HR Operations, Immigration, and Compliance.

About the role
OpenAI is looking for our first Global HR Compliance Manager to lead the development and implementation of HR policies and compliance programs, ensuring our adherence to relevant laws, regulations, and industry standards. In this role, you'll provide thought leadership, manage legislative changes, and collaborate with cross-functional teams to maintain compliance, all while offering hands-on operational support.

You’ll have several areas of responsibilities:

  • Design, implement, and optimize HR policies and processes in accordance with relevant laws, regulations, and industry standards, including but not limited to: paid leave laws, Fair Labor Standards Act (FLSA), Americans with Disabilities Act (ADA), Family and Medical Leave Act (FMLA), Equal Employment Opportunity Commission (EEOC) regulations, and federal, state, and local employment laws and regulations.

  • Conduct regular audits, risk assessments, and thematic studies to identify areas for improvement and provide optimization advice.

  • Manage globalization and outbound HR compliance issues, collaborating with legal counsel to update policies and procedures.

  • Serve as the main point of contact for external audits and regulatory inspections related to HR compliance.

  • Develop and deliver training programs to educate employees on compliance responsibilities.

  • Provide ongoing support and guidance to management and employees on HR compliance matters, including employee relations, equal employment opportunity, wage and hour laws, and employee benefits.

  • Monitor and analyze changes in employment laws, regulations, and industry standards, advising management on necessary actions to ensure compliance.

  • Proactively identify new legal / regulatory trends and requirements across all countries of business.

We’ll look for these qualities, experience, and skills:

  • 10+ years of compliance experience

  • Juris Doctor (JD) degree, preferred

  • Tried and true knowledge of federal, state, and local HR laws and regulations and best practices, including audits.

  • Strong problem-solving, research, and critical thinking skills, with a focus on data and process optimization.

  • Experienced in multinational environments, with a solid understanding of HR laws, regulations, and compliance.

  • Comfortable working across global geographies with assumed responsibility and resilience.

  • Strong collaboration and partnership skills, with the ability to work with other departments (e.g., Legal, Audit, Risk Management) and external partners (e.g., law firms, consultants).

  • Trusted professional in handling sensitive information with high attention to detail and record-keeping abilities.

  • Skilled in HR systems, audits, and project management, with excellent organizational and communication abilities.
