About the Chief Digital and Artificial Intelligence Office
The Chief Data and Artificial Intelligence Office (CDAO) mission is to accelerate the adoption of data, analytics, and artificial intelligence (AI) across the Department of Defense (DoD). The CDAO works across the Military Departments and Services, Joint Staff, Combatant Commands (CCMDs), Office of the Secretary of Defense (OSD), and other DoD Components to design, develop, field, and scale technologies, capabilities, strategies, policies, and other guidance related to data, analytics, and AI in support of DoD's warfighting and business functions, including responding to crises and emerging challenges with state-of-the-art digital solutions.
The Responsible AI (RAI) Division within the Policy Directorate leads the implementation of RAI governance and associated activities, including data ethics. Serving as lead technical advisor on RAI for the DoD, the Division develops tools for RAI practitioners, AI/ML developers, and senior leaders. The Division also synchronizes and coordinates RAI activities within the DoD as well as within the broader inter-agency, Intelligence Community (IC), and government context.
This position serves as the Director of the RAI Division, leading the development and promulgation of DoD policies, practices, guidance, and metrics for the responsible development, procurement, and use of Al-enabled capabilities.
This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. This announcement is only open to federal civilians currently employed within the CDAO. This position is a Supervisory Program Manager, GG-0340-15.

What you'll do here:
Provides strategic direction and oversight over a technical team that leads the Enterprise-wide adoption and application of ethical principles and decision-frameworks across technical product development, data management, software development life cycle, acquisition processes, and test, assessment, and evaluation methodologies. Leads the operationalization of the DoD AI Ethics Principles and focuses on integrating RAI into areas such as workforce education/training, acquisition processes, product development, and advance the dialog on responsible AI in the military with international partners (including supporting the AI Partnership for Defense). Leads the DoD RAI communities and other organizational bodies as part of a broader data, analytics, and AI governance structure. Fosters and facilitates inter-agency partnerships; and engages across external stakeholder groups as well as within the DoD to include Defense Advanced Research Projects Agency (DARPA), Service Academies, Defense Acquisition University, etc. Develops and monitors enterprise-wide RAI metrics and reporting frameworks. Develops and implements an enterprise-wide RAI communication strategies. Develops and publishes policies governing technical standards in the areas of artificial intelligence ethical principles, practices, and decision frameworks for data management, product development, software development, acquisition, and assurance, test and evaluation and verification and validation of algorithms. Formulates long-range artificial intelligence ethics policies and develops and implements strategies and management guidelines related to technical standards. Provides high level technical advice and counsel to CDAO management and other key officials on matters relating to new or modified AI policies and programs that affect or relate to current and existing functions and programs. Applies subject matter expertise of scientific research practices and statistical analysis methods, critical thinking, and analytical skills to develop technical standards and policies for the DoD RAI Program. Applies expertise of advanced theories of engineering, computer science, and software development lifecycle in order to provide technical direction to programs related to DoD AI ethics goals and objectives. Applies subject matter expertise in software strategies, processes, and methodologies for information technology systems to include software systems acquisition, integration, interoperability and testing, and resource/budget accountability. Builds strong relationships with a broad community that defines and promotes best practice standards of AI ethics. Maintains awareness and understanding of best practice standards in the deployment of artificial intelligence ethical principles and frameworks across industry, non-governmental organizations, U.S. government entities, and international organizations. Identifies aspects of current scientific and industry practices that fail to meet the complex ethical test and evaluation challenges of national security programs and work to improve those practices. Develops recommendations for technical policy issuances pertaining to best practices for the deployment of AI ethical principles and decision frameworks. Supports CDAO product delivery and test and evaluation teams in the development of Al-related technical ethics standards. Provides direction for solving extremely complex technical ethical and bias problems associated with the development of CDAO's products and services. Promulgates new direction and guidance for responsible AI matters, as necessary, to assure technical soundness of conclusions and recommendations. Participates in current and long-range planning meetings to ensure that goals and objectives are fully and effectively related to the overall CDAO and DoD strategy. Leads periodic program reviews to develop an overall assessment of the adoption of AI ethical principles and frameworks that reflects the consolidated opinion of multiple technical experts. Interfaces both formally and informally with senior management of OSD, DISA, DoD, Joint Staff, allies, academia, and industry. Provides technical advisement and consultation on incorporation of artificial intelligence decision frameworks into technical product development strategies, software development lifecycle, acquisition processes, and test, assessment, and evaluation methodologies. As these officials may have widely divergent view and interests, the incumbent exercises responsibility for negotiating and achieving compromise among conflicting requirements and approaches.,
