About the Chief Digital and Artificial Intelligence Office
The Chief Digital and Artificial Intelligence Office (CDAO) is a Principal Staff Assistant (PSA) responsible for the acceleration of the adoption of data, analytics, and Artificial Intelligence (AI) to generate decision advantage across the Department of Defense (DoD). The Joint Artificial Intelligence Center (JAIC), Defense Digital Services (DDS), Chief Data Office (CDO), and forward-leaning programs of record including Advana have officially joined together to form one organization – the CDAO! The CDAO is established to enable the Military Departments and Services, Joint Staff, Combatant Commands (CCMDs), Office of the Secretary of Defense (OSD), and other DoD Components, to swiftly introduce new capabilities and effectively experiment with new operational concepts in support of DoD's warfighting missions.
The CDAO Algorithmic Warfare (AW) Directorate is changed with the advancement of algorithmic warfare and innovation into the Department’s warfighting efforts. AW will create opportunities and advance artificial intelligence processes and drive innovative technology to service members. As a Branch Chief of Infrastructure, the incumbent will lead initiatives related to cloud engineering, frameworks, policies, architecture, and configuration of all hardware, software, and telecommunication interfaces, performance characteristics, evaluation indicators, etc. The incumbent will direct and lead Infrastructure and Platforms efforts to develop new and improved concepts, principles, and techniques that will advance the body of knowledge of computer science that adapts and applies advanced computer science methods and techniques to solve complex computer processing requirements.
This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f and does not convey eligibility to be converted to the Competitive Service. This announcement is only open to federal civilians currently employed within the CDAO Algorithmic Warfare Directorate. The pay grade for this role is GG-340-14.

Qualifying Experience:
Lead product management of all user-facing platform interfaces and relentlessly focus on delivering a continuously improved customer experience across all tools and applications under management.Manage all customer success functions to include use case intake, project startup, service desk, and user interface/user experience (UI/UX) design services.Manage customer success functions to support onboarding, user training, and support for platforms, tools, and services under management.Manage all customer engagement events, knowledge management, and platform user training.Manage all customer analytics to track key customer growth and usage metrics; continuously maintain and improve data architecture and data visualizations to support stakeholder needs as products under management, to include platforms, tools, and use case-specific applications, scale.Act as budget and contract integration lead for the division, providing program management support as needed.Lead all communications including internal user communications to thousands of users, as well as external communications to public, interagency, and international stakeholders, relating to products under management which may include platforms, tools, capabilities, and services.Lead quarterly strategic planning using scaled agile methodology across all product teams and coordinate automated product roadmap capability to support product teams’ daily operations and executive decision support reporting. Apply program governance, agile program management, and risk management concepts and procedures to provide appropriate and helpful governance mechanisms that enhance the quality outcomes of all product teams.Lead ongoing configuration enhancement and maintenance for agile enterprise tools required to support scaled agile methodology.Perform all personnel-related processes such as selecting, rewarding, rating, and disciplining subordinate employees.,
What you'll do here:
The incumbent serves as an Infrastructure Branch Chief that manages, directs, and leads Infrastructure and Platforms efforts to develop new and improved concepts, principles, and techniques that will advance the body of knowledge of computer science that adapts and applies advanced computer science methods and techniques to solve complex computer processing requirements. Manages, directs, and leads the development and maintenance of infrastructure as code, configuration as code, pipelines, and strategies, code version control, documenting implementation plans and deployment workflows, policies, processes, methods, and tools for the project or system. Responsible for defining the scope and objectives of infrastructure and automation requirements incorporating reference architecture, solution architecture components, and what resources and tools are required. The Infrastructure Branch Chief plan aligns with the project or system requirements, specifications, and goals, and the incumbent works with the stakeholders to approve and review progress regularly. Identify and implement opportunities and recommend advice for improvement and optimization, such as adopting best practices, standards, or guidelines, updating or upgrading pipelines, factories, implementation workflows, and development processes. Follows agile project management methodology by coordinating with product owners, stakeholders, and support on capacity planning, project planning, and establishing and adhering to timelines and schedules.Collaborates with other Infrastructure & Platforms division branches on integrating emerging technologies using industry best practices. Carries out a wide variety of analysis, design, implementation, and operational support tasks associated with the development and delivery of the Advana ecosystem along with all supporting portfolios, missions, and CDAO development services and platforms. Consult with customers to meet their needs, business processes, and functional/non-functional requirements.Assures that the current and future infrastructure implementation activities for capabilities or upgrades are in accordance with CDAO and DoD directives, policies, practices, and procedures. Interfaces with counterparts within the Directorate in considering the development of design, configuration, and upgrade strategies to anticipate user demands, technology advances, and resource limitations. Participates within the DoD and Intelligence Community working groups supporting DoD directives, policies, future capabilities of infrastructure and platform services, automation, AI/ML tools, and authorized cloud advancement at all levels.Serves as a subject-matter authority in the design, development, configuration, and implementation of infrastructure, frameworks, pipelines, cloud technologies and services, automation, and version control. Supervises the Infrastructure staff responsible for deployment, implementation, operation, and maintenance of CDAO systems.,
